HOME State of student decided with wrong method in AIEEE

This happing starting from Year 2001. When all regional engineering college are upgraded by Ministry of HRD to National institute of technology (NIT) Now admission is made only through AIEEE Big discrepancy is that the home state of student is decided by where (state) he is appear in 10+2 examination. Most of the student from other state India as well NRI of other countries are come to KOTA Rajasthan for coaching of IIT JEE in various academy/classes/institute like BANSAL CLASSES, RESONANCE, KL IIT JEE by dasawani group, ALLEN, Narayana IIT JEE academy, RAO IIT JEE Academy etc. These students are actually belonging to other state and they have a domicile of their actual/home state.But due to appear in 10+2 exams from KOTA rajasthan they become rajasthan's domicile for AIEEE i.e. there home state in now RAJASTHAN even they domicile of other state. What a foolish method for deciding home state of a student in AIEEE (All India Engineering Entrance Examination).
